Quality of Life

California have quality of life laws. My quality of life is suffering due to neighbors in this apartment complex, specifically Chris.

When I moved into the building, as soon as the sun showed up, I opened the blind slats, raised blinds high enough so I could put plants on windowsills. No sunshine from rear of apartment. It is so cold and dark in this apartment, I often opened door wide to let in some blessed heat and sunshine. I also put a chair in courtyard and sat in warm sunshine to read ~ without my reading glasses. Got a nice cross breeze with front door and back windows open. That all changed when Chris and Bill moved into the building.

Chris and Bill started talking at 6:30AM every day. I went outside one morning when I could not stand it another minute to ask them to take their conversation inside and shut the door. They were not standing outside Chris' apartment like they normally did all day long; but, sitting on bench under steps near front gate. Soon learned they were waiting upon a ride to their jobs. Blessed silence.

Did not last long. I said to a friend "they talk all day long", or maybe it just seemed like they did. I timed them one day; talked six hours straight, non-stop, both talking at the same time. I did not know whose voice it was; sounded like gluh, glub, grub, ugh, glug, ugh (or whatever). Speeches do not go on for six hours and they are not giving a speech where they need to project their voices to the back of the room. They are neighbors and I wished they would go to end of building and talk in front of Bill's apartment.

Not that I would not have hear them ~ hear Doug's music or televison all the time. Especially annoying when it is a bit past for 4AM and continues until 9:38AM. Or it is midnight and I can not fall to sleep. Out come the earplugs, on goes the Windows' Media Player Sleep playlist, wonder if volume is too loud for shared wall neighbors, pillow over head...

I evoked the CA Quality of Life law when manager was peeved that I had the nerve to complain about John's music that sounded as if someone was playing a piano in my apartment, vibrating off the ceiling. "Its not late yet," manager said. The building Rules and Regulations do not specify hours ~ "at a level that disturbs other tenants" is what it says. This is not a club, expect music that loud at clubs, and that loud is considered "neighborhood nuisance".

Elated when Bill got evicted after four hellish days, cops, case workers that should know to take the conversations indoors and shut the door and why did they not go talk to Bill in his apartment? Would never have to listen to Chris and Bill's loud, insensible talking all day long. Did not last but a minute, amount of time it took for Bill to be released from hospital after undergoing psychiatric evaluation. Then the phone calls started.

I truly do not think I should be subjected to listen to Bill talking as early as 5:18AM. It was Bill whose speech was nonsensical although he can speak normally as well. I also do not think I should be forced to listen to Chris talk all day long.
